Project Summary & Objectives

Development of Strategic Planning function in the Ministry of the Interior of the Republic of Serbia (2012-2014)

The OSCE produced a report in 2009 on Strategic Planning and Strategic Management Capacity at the Ministry of the Interior, emphasising the huge challenges involved in developing procedures for strategic planning. It proposed a number of recommendations, one of which was to establish a long-term strategy with a clear vision and mission.

The European Commission funded twinning project was the response to the recommendations made by the OSCE. Its main objective was to develop a method of Strategic Planning and improve Horizontal Communication within the Ministry to meet the standards for EU accession.

Droman Director Paddy Tomkins was the UK’s Resident Twinning Advisor (RTA) for this €1.5m two-year project.

Provided regular progress reports to project leaders and the EU delegation office in Belgrade, keeping them apprised of developments and delivery

Planned and helped to implement the application of modern analytical techniques for strategic planning process and establishing functional strategic planning

Prepared a new regulatory framework on internal organisational structures

Worked with the Core Management Group and the Strategic Development Committee, who were responsible for driving the change forward

Establishing EU best practice through research and study visits for strategic planning and horizontal communication

Assisted in assessing the existing capabilities for professional and independent monitoring and evaluation

Developed a strategic performance management procedure for Ministry, with the view to implement EU best practice recommendations

Developed terms of reference for new professional and independent evaluation and monitoring unit and identified staff for the unit
Assisted in developing training programmes and strategic and performance-orientated management as well as for monitoring and evaluation unit

Value Delivered to Client

Serbia is in the official candidate stage of its planned route to EU membership. This project underpinned its application and helped expedite it.

The projected delivered a functional strategic planning system using modern analytical techniques that were developed for the Ministry of the Interior and that ensured the continuous improvement of strategic management and accountability for the Ministry

This contributed to the development of the Serbian Ministry of the Interior and Police Service into a modern, efficient and accountable service in line with the Strategy of Public Administration Reform in the Republic of Serbia and the requirements of the acquis communautaire
